Kevin Williams's body was discovered in a pay-by-the-day motel that he'd apparently been hiding out in ever since he disappeared in early June. He was surrounded by the paraphernalia that characterized his obsession and he appeared to have succumbed to self-inflicted injuries related to the practice of his addiction.

'San Diego: Beneath the Streets' airs for the first-time and wins several awards and brings Kevin's story to the forefront of attention. The Union-Tribune runs several articles on Kevin and his affliction and local news station, KGTV, runs a week-long series interviewing Kevin and others like him. San Diego mayor, Susan Golding pledges to help people like Kevin and establishes 'Kevin's House,' a shelter where recovering addicts can find support.

Kevin agrees to appear in 'San Diego: Beneath the Streets', a university station documentary, on transients found within the San Diego downtown area. As the unique nature of Kevin's circumstances came to light, he persuades the filmmakers to tape a second segment where he can be allowed to say whatever he wants, without the prompting of the documentary's interviewers. This footage is what is later edited to become 'Strange Obsession.'
